Stimulus Check 2 negotiations have begun, White House says

Negotiations on stimulus check 2 began on July 20, according to White House Chief of Staff Mark Meadows.

In an interview with Fox News on July 19, Meadows said that talks on the next stimulus package will begin "in earnest early this week." This comes just over two months after the House of Representatives passed the "Heroes Act" economic bailout bill.

"It will begin in earnest tomorrow, Monday, as I begin to engage with my Senate and House colleagues on Capitol Hill," Meadows told Fox News (via CNN).

While it took some time for the Senate to work on another stimulus package in Congress, the increasing number of coronavirus cases across the country may have inspired the government to distribute a second round of stimulus as soon as possible.

And if negotiations have begun, as Meadows stated, the dates for the second round of stimulus and the eligibility guidelines for the second round of stimulus may be the focus in the coming days.

The Senate is under pressure from several groups to pass the next stimulus package by the end of July: on July 17, Treasury Secretary Steven Mnuchin asked Congress to pass the Stimulus Check 2 bill by the end of the month, and Rep. Alexandria Ocasio-Cortez (R-NY) urged Senate Majority Leader Mitch McConnell to "get to work."

The Senate does not have to approve the $3 trillion Heroes Act, but the total package "is going to be in the $1 trillion range," Meadows said.

Chief Meadows also outlined current priorities, including "protecting American workers and the individuals who employ them."

Senate Majority Leader Mitch McConnell has proposed an income cap of two $40,000 stimulus checks to ensure that economic impact payments go to those who need them most. However, a source familiar with the Senate debate told Bloomberg that "a cap at that level is seen as unlikely."

As outlined in the Heroes Act, those with annual income of $75,000 or less on their most recent tax return would be eligible to receive the full $1,200 stimulus check. Married taxpayers or joint filers with annual income of $150,000 or less are eligible to receive $2,400.
