The fourth installment: Monthly 2.3 million yen autograph session

Calls for a fourth stimulus package appear to be persistent, with a Change.org petition calling on Congress to provide every American with a $2,000 monthly check and every child with a $1,000 monthly check.

"The best thing the government can do right now is send emergency money to the people every month," said the petition, started by Stephanie Bonin, who lives in Vermont and owns a restaurant in Denver with her husband.

"We are asking Congress to support families by providing $2,000 for adults and $1,000 for children immediately and continuing to send regular checks throughout the crisis.

Bonin's petition was launched in March 2020, when then-President Donald Trump and Congress were putting together the CARES Act, which would send $1,200 to most American taxpayers. The petition took about a month to gather one million signatures and nearly a year to gather a second million.

However, media attention from local Denver news organizations and far-flung publishers has boosted the signature rate, with over 300,000 new signatures added in the past two weeks. [The stimulus package is effective, fair, and urgent. Those are the three things we desperately need right now," Bonin told the Denver-area alternative newspaper Westworld in December, as lawmakers were putting together a bill that would provide a second round of stimulus.

Bonin's proposal is highly unlikely, no matter how many people sign her petition. President Biden and Democratic leaders in Congress have their eyes set on rebuilding America's infrastructure and providing more assistance to American families.

The latter proposal, called the American Families Plan, would send money to parents and legal guardians for each child every month until 2025. This is different from Bonin's desired monthly stimulus payment to all Americans, regardless of income.

Even Biden's plan may have difficulty passing the Senate, which is evenly split between Democrats and Republicans. There is little chance that moderate Democratic senators will agree to Bonin's plan.

In May, Democrats on the House Wage Committee sent a letter to President Biden urging him to add a recurring stimulus package to the American Family Plan. Still, under the current circumstances, there would not be enough support in Congress to pass an increase in checks.

That does not mean that those signing Bonin's petition are blocking it.

"We need continued financial support to keep people from going broke," one of the signers wrote.

"I am a single working family with children. This can help me get back on top of my bills," another added.

Bonin's goal is to collect 3 million signatures, which may be possible given the sudden acceleration in the signature rate.

"We need immediate checks and regular payments to keep our heads above water," the signature concludes.

"Congress needs to ensure that despite our role in keeping our country healthy, we are not financially ruined.
